Depends.
What most people consider to be "90's aesthetic" was actually 80's aesthetic repackaged for kids.
This is because, before the internet, it took years for children's marketing teams to figure out what was cool among teens and young adults. This means that, by the time they found a "new", "hip", aesthetic that they could market to kids, it was already out-of-fashion with teenagers.
If you want to figure out what the aesthetic of the 90's actually was, then you've got to look at the aesthetic that they marketed to kids in the early-2000's.
So, to answer your question, this is 80's aesthetic.
